Since LULAC established its Washington, DC office in 1996, Wilkes has strengthened LULAC’s programs and initiatives, increased its
staff from one person to 20 people, and tripled its annual revenue. He works towards fulfilling the LULAC mission: “to advance the economic condition, educational attainment, political influence, health, housing and civil rights of the Hispanic population of the United States.”
